The purpose of the Fund shall be to promote safe and stable environments for children (up to and including age 21) at risk, with attention to the following priorities: 1. to facilitate continuity in their education and relationships within the community. 2. to provide therapy to deal with past trauma and to help develop skills to cope with future adverse events. 3. to enable siblings to stay together in foster care or other living situations. 4. to provide for physical health needs.
