Richmond High School graduating senior enrolling in a 4-year degree granting institution based on character of the applicant, the intelligence of the applicant and his or her scholastic record and achievements, motivation, financial need with consideration for work, earnings and saving during matriculation in the high school years, and the field of study and the institution where the applicant proposes to pursue his or her program of study.
